Aquest document constitueix un an\u00e0lisi sobre les caracter\u00edstiques diferencials dels diferents \u00e0mbits territorials de la Uni\u00f3 Europea i una diagnosi de les necessitats de cada \u00e0mbit. \u00c9s, doncs, un recull de recomanacions relacionades amb l&#8217;ordenaci\u00f3 territorial, la mobilitat, el desenvolupament econ\u00f2mic o l&#8217;acc\u00e9s a les telecomunicacions que han de servir com a guia per al desenvolupament de pol\u00edtiques comunit\u00e0ries que pretenguin una millor cohesi\u00f3 territorial dins la Uni\u00f3 Europea.<\/p>\n<p style=\"text-align: justify;\">El document defineix com a repte clau \u00ab<strong>garantir un desenvolupament territorial equilibrat i sostenible [&#8230;], respectant la necessitat de conservar els seus actius naturals i garantint la cohesi\u00f3 social.
