Est\u00e0 dirigida a diversificar les activitats econ\u00f2miques de les zones rurals. Els projectes finan\u00e7at pels programes LEADER es fan a c\u00e0rreg del Fons Europeu d&#8217;Orientaci\u00f3 i Garantia Agr\u00edcola (FEOGA). Aquest programa ha constat de tres fases de desenvolupament: LEADER I, LEADER II i\u00a0<a href=\"http:\/\/www.agroterritori.org\/ficha.php?doc=210&amp;cid=1\">LEADER +<\/a>(fase actual).<\/p>\n<p style=\"text-align: justify;\">La iniciativa LEADER, depenent dels Fons Estructurals de la Uni\u00f3 europea, va ser creada l&#8217;any 1999: reglament 1260\/1999\/CE, art.20.1.c<\/p>\n<p style=\"text-align: justify;\">Uni\u00f3 europea.
